Passage of 21st Century Communications and Video Accessibility Act of 2010

COAT celebrates the passage of the Twenty-first Century Communications 
and Video Accessibility Act of 2010 (S. 3304) by the U.S. Senate on 
August 5, 2010, by unanimous consent.

Due to the extraordinary efforts of advocates across the country and 
in Washington, DC, COAT secured a monumental step forward in 
accessible technology.

Earlier this week, Senator Pryor (D-AR) introduced an amendment to 
improve S. 3304. S. 3304, as amended, was passed by U.S. Senate by 
unanimous consent. Like H.R. 3101, which was passed on July 26, 2010, 
S. 3304 will also:

-- Require captioned television programs to be captioned when 
delivered over the Internet.
-- Authorize the FCC to require 7 hours per week of video description 
on the top 4 network channels and top 5 cable channels nationwide.
-- Allocate up to $10 million per year for equipment used by 
individuals who are deaf-blind.
-- Require televised emergency information to be accessible to 
individuals who are blind or have low vision.
-- Require accessible advanced communications equipment and services, 
such as text messaging and e-mail.
-- Require access to Internet services that are built-in to mobile 
telephone devices, like smart phones, if achievable.
-- Require devices of any size to be capable of displaying closed 
captioning, delivering available video description, and making 
emergency information accessible.
-- Require accessible user controls for televisions and set-top boxes, 
and easy access to closed captioning and video description.
-- And more.

S. 3304 will now go to the House of Representatives. COAT supports 
and expects the House will pass S. 3304 soon.

Breaux Bridge - Funeral services will be held at 10 :00 a.m., on Monday, August 9, 2010, at St. Bernard Catholic Church in Breaux Bridge, for Darrell John Melancon, 68, who passed away on Thursday, August 5, 2010 at St. Agnes Healthcare and Rehab.

Rev. Neil McNeill, associate pastor of St. Bernard Church will conduct the services . Serving as gift bearers will be Chance LeBlanc and Vidalia Pitre.

Mr. Darrell was a member of the Deaf Action Center and worked for Gulf Coast Printing in Lafayette for 27 years as a printer. He enjoyed camping, vacationing in Florida , and watching football while wearing the attire that represented the team of his choice for that game. He was a gentle soul, who loved his family unconditionally. Although never a word was spoken, his love was soulfully expressed by the gleam in his eyes.  His hand gestures and the smile on his face conveyed to everyone he knew a sense of love and security.

Survivors include his wife of 29 years, Marion Melancon of Breaux Bridge; his son, Leroy Melancon and his wife, Diane of Orange, TX; his daughters, Sherry Melancon of Lake Arthur, Shirley Bryant and her husband, William of Vinton, and Alice Istre and her husband, Patrick of Lake Arthur; his step-sons, David Pourciau of Hammond and Donald Pourciau of Slidell; his step-daughter, Annette Pourciau of Breaux Bridge; his brother, Larry Melancon and his wife, Cindy of Marrero; his grandchildren, Destanie Melancon, Leroy Melancon, Jr., Zane Pitre, Blaine Pitre, Vidalia Pitre, Cody Melancon, Clint Melancon, Chasity Newman, Chandler Hicks, Kelsie Hicks, Gabriell Landry and Marlena Istre; his step grandchildren, Mitchel Varisco, Chance LeBlanc, Robyn David, Joshua Gary, Ty Pourciau, Kayla Pourciau and Donald Pourciau III.; and 2 great grandchildren.

He was preceded in death by his parents, Paul and Yolande Tauzin Melancon, his son, Johnny Melancon and his grandson, David Melancon.

The family requests that visiting hours be observed from 10:00 a.m. until 10:00 p.m. on Sunday and continue at 7:00 a.m. until 9:30 a.m. on Monday.

A rosary will be recited at 7:00 p.m. on Sunday.

Pallbearers will be Chandler Hicks, Cody Melancon, Zane Pitre, Karl Begnaud, JoJo Tabor and Larry Melancon.

Pellerin Funeral Home of Breaux Bridge (337)332-2111 is in charge of arrangements.

Visitation Information:
Visiting hours will be observed from 10:00 a.m. until 10:00 p.m. on Sunday and continue at 7:00 a.m. until 9:30 a.m. on Monday
